Last week the Windsor Town Board gave preliminary approval to an ordinance that broadens notification requirements when oil and gas operations or surface gravel mining pits are being considered. The notification issue took on some importance last fall when Synergy Resources Corp. submitted an application for a well in the Peakview Estates subdivision. Oil and gas facilities in Colorado are approved using a conditional use grant process. In cases of oil and gas wells, as well as other mineral extractions, the town's ability to regulate is limited.
